For a sensual spanking, the receiver should lay on a bed, for a better cushioning of the blows. But for actual punishment, the buttocks should be tensed. The best position to make the buttocks stretch is bending over, hands on ankles or over the back of a chair or the side of a desk or table (see positions). The lower the head and back, the more tight the bottom. And a tighter bottom means a more severe impact.
The legs should be straight and opened, at least shoulder wide, and with the feet pointing inwards. Making the sub point the feet inwards totally precludes clenching. Clenching is instinctive, because it reduces the sting of the blow, but makes for more bruising and a more lasting damage. So, the less clenching the better.
If bending over a chair, the culprit feet could be positioned outside the chair’s legs. If bending over a desk or table, s/he could be made to stand on tiptoes, for better offering the buttocks.
Depending on the objectives of the punisher, the bottom could be restrained or free. If restrained, s/he can better concentrate on the pain. If free, s/he must submit voluntarily to the punishment, and show fortitude and self control by not moving.
A person that is bending over with hands on knees has to control him/herself for not falling over and for not bending the knees, releasing the ankles or standing under the pain.
For school punishment, the culprit was usually unrestrained, and could not move. Any movement could mean extra cuts.
For judicial punishments, restraints are used, because nobody can be as strong as not to move under excruciating pain of a penal cane.
As for the punisher, s/he must position his/herself at the left side of the punished (for a right handed, of course), in such a way that in the moment of impact the arm and the cane form a line that is parallel to the buttocks, so the cane hits both sides simultaneously.
The working part of the cane is the last third, leaving about two inches from the point.

It is considered bad form to hit one side stronger than the other. You should align the cane’s point to the border of the far buttock. When hitting, the centrifugal force of the movement will drive your arm and the point outside, making it to miss the border of the far buttock. Allow for a little room, for the point not wrapping itself on the far buttock hitting the side, which is a lot more painful and dangerous. The point will accelerate and can break the skin, leaving at least a hard and black dot, that will last a long time.
Some say that, as it is so difficult to hit both sides at exactly the same time, it is better to stand a little to the front, which will make the cane to hit the nearer cheek first, and then wrap a little for hitting the other side.

The greatest force of the impact on the near side will be compensated by the greater acceleration of the point when hitting the other side. You will have to give both a trial, and decide what works best for you.
