This is a classic in BDSM, and a lifestyle for many.
Most civilizations have had slavery, so you can set the scene whenever and
wherever you want. Typically, the slave will have to work hard for some
time, until slackening or making some mistake, for being then punished.
I’m thinking of a working slave on the field. She failed to fulfill the
harvesting quota (you could use our version of
harvesting), or didn’t
work hard enough. Usually field slaves are punished with a whip on the bare
back. Tie her to the post (a tree, column, or wall) with her arms up, or
spread-eagled on the floor. Punishment on the buttocks was also common. It
can be also with a long paddle, or a heavy strap.
The slave is barefoot and can be dressed with a cheap cotton dress (or
cotton trousers (pajama?) with a bare chest, for men), both to half calf,
for most of human history. The “master” or “mistress” should be dressed
according to the time, in a more elaborate way.
If the punishment is given by an overseer (I don’t know of women doing this work, but this is fantasy, so it could be that you are one), he can be dressed in a simpler way. For most scenarios, including the U.S. South, flannel trousers, some kind of working boots (sandals on earlier times) and a shirt are enough. And why a female overseer cannot dress that way also? If she happened to have left some of the top buttons of the shirt unbuttoned, or if she doesn’t use a bra, she could have some additional reason to punish a lustful and daring slave.

The slave has here domestic chores, and domestic failures. She broke some
cups, spilled the coffee or forgot to season (or burnt) the food. Or maybe
she was just slackening, or answered in an inappropriate way . A birch rod,
a cane or a strap would be used on the buttocks for the punishment, but a
whipping is not inadequate. A Italian Mistress could use a rug beater and a
French one could add to it the martinet. And a scrubbing on hands and knees
is a fitting chastisement.
Noble roman ladies were very cruel to her domestic slaves, punishing them
even for pleasure. And a cruel roman lady could make her slave serve her
naked from the waist up, for being able to hit easier in their bare backs. A
Roman Mistress could pinch her maids’ breasts, or press them with the pointy
handle of her hairbrush or comb (or maybe press his balls) Please, be
careful. And remember that slaves, for the Roman law, were just talking
animals.

This is the classic setting with professional dominants. The master or
mistress in leather, the slave on the bare, with a collar and maybe wrists
and ankle cuffs, and the main chore is adoration of the master’s feet (or
any other body part), serving him or her for domestic or sexual chores, and
the like. It is often more mental than physical.
Professional dominants like floggers, the cane and the riding crop.

This is the “sheik-harem girl” setting. The slave’s services are usually
sexual. She could be made to belly dance (or the dance of the seven veils).
The punishments could be by the whip, the cane or crop and, of course, the
traditional falaka. She could be punished by long-term bondage (but be
careful with the blood circulation).
Typical belly dancer’s clothes, adequate for an Arabian slave, can be bought
in dance or Middle East stores or in custom shops. Beware: authentic ones
can be expensive, go for cheap copies.
Of course, an Arabian princess could have a males’ harem…

The triumphant gladiator received as a prize a beautiful slave for his
nights’ entertainment.
I would like to be the gladiator, with a lot of leather (yes, Russell Crowe,
or, for the old cats like me, Kirk Douglas - Michael’s father for the young
- as Spartacus.)
I would use her sexually, and, if finding her unsatisfactory, I would punish
her with a strap (the ferula), a birch rod or cane on her buttocks or, for a
harsher punishment, a three-tailed scourge (the flagellum) on her back (of
course, a gentler BDSM scourge, not the original with lead balls in its
points).
The girl, as a slave, scantily dressed with just a light tunic.
And why not a “gladiatress”?

I’m thinking here of John Norman’s Talbot in Gor or, maybe,
Schwarzenegger in Conan. Ideally, the guy would be muscular, but a little
imagination can do for a beer belly (or he could be a fat barbarian
merchant, instead of a warrior).
Of course, she could be a Gorean free woman or a barbarian princess and he
the slave.
Barbarians are brutal, assume that slaves will obey or will be punished hard
(cuffing (carefully) and flogging, with his heavy belt or a whip), and I
can’t think of this kind of scene without some rough sex, as a Barbarian
doesn’t need her for ironing his shirts (he doesn’t use shirts).
