The traditional setting. The “pupil” can be hit on the hands with a light ruler or strap, or on the buttocks bending over a desk or hands on knees (use the yardstick, a blackboard pointer, or a paddle). Small children could be spanked while lying on the teacher’s knees. For a more formal punishment, send the pupil to the headmaster/mistress’ office for:
(all of them were usually given over clothing, but of course, it is just a fantasy, so you can give them on the bare). And
A ruler, or strap, for any time and place you want to play
Additional punishments could be writing lines, or recitation, or many of
those on the School section of the Impositions and
Restrictions catalog.
A long wait at the corridor or at the principals’ office is recommended for
any setting, as also is some corner time afterwards. (See the
Ritual for the cane, which can
be used with any long instrument).
For a religious setting, other punishments are possible.
Kneeling (plain, or
with extended arms, on grains or pebbles) is a traditional one.
If at a boarding school, some time-out in a small and dark place or some
forced labor (scrubbing the floor or the bathroom, washing the floor
barefoot, or the like) could be also given.
If you prefer a longer and more complicated scene, you could punish her with
a Detention.
Of course, it is better if the the punished is dressed in
uniform, or in very restrictive
clothing. The teacher could have a gown, or at least be formally dressed, a
suit for a man, a severe looking dress (long skirt) for a woman. Of course,
for a religious setting, clerical clothes are recommended.

If you prefer being humiliated by somebody almost your (supposed) age, you could go for this scenario. Fags, in old England public schools (in Eton until about 1970), were junior pupils that had to serve senior ones.
Each junior was appointed as fag for a senior
They were used almost as slaves by the seniors, serving them in all kinds of menial chores, and were slapped, caned and otherwise abused for every minor real or imaginary misdeed, as not doing properly the bed, or not addressing the senior with the due respect. They could also use them for forbidden chores, as getting cigarettes or alcohol for the seniors. If they were caught in the act, the fags could get punished for that, but that is another scenario....
A strict school uniform is required for the fag (not dressing appropriately
is a reason for punishment). The senior’s uniform could be more relaxed,
perhaps with no blazer, or with the tie undone.
This is especially appropriate for male to male chastising, but a couple
with both members dressed as boys can play it. Or you can fantasize about a
girls school were fagging was used.
And why not setting it in a co-ed school? Imagine a girl fagging for an
older boy, or a boy fagging for an elder girl... No real life school could
allow that, for reasons we can all imagine, but it is for those very same
reasons that it makes a good fantasy for us.

In many schools, the best senior boys and girls were elected as prefects,
sometimes with a head-girl or head-boy as their bosses. They helped the
teachers in keeping the discipline in and out of school, and in some schools
they had the power to punish the other pupils. In our “school”, of course,
they have it. And these are good for same age punishments.
The faults would be normal out of the classroom school faults (the ones made
at class would be punished by the teachers) as hiding somewhere for smoking,
fighting, abusing other students, not wearing the uniform appropriately and
the like and the punishments, the traditional school impositions and
floggings.
It was used mainly before the days of coeducation, so it is a natural
scenario for same sex punishments, but the players can be travestied. But I
would have loved to be in a school in which the head-girl could have
punished me, or in one in which me, as a prefect, could punish a girl of my
own age. Why not in our fantasies?
And again, full uniform is required for both parties. But strict for both,
because a prefect must set an example and a pupil would not be allowed to be
careless.

A PE teacher is responsible for making his pupils work hard, maybe
encouraging her with a gym shoe, a belt, or a wet towel. In the USA, they
could also use a paddle. If she doesn’t try hard enough, she earns a hard
punishment.
It has the added benefit of improving the sub’s fitness, if done
methodically and with a professionally designed training plan. But it
requires the bottom being fit enough. Don’t overwork her. The punishment
should not include a heart stroke.

I also can be played in an ”adult environment", as a personal trainer and
his trainee. Or a sports coach and a team member.
Gym clothing will be adequate for both, in all environments.

The bottom wants to enter a fraternity, sorority, or whatever organization you like, and will be subject to an initiation ritual. Initiations are common also in the military.
It should include
humiliating chores, and of course, a good paddling. For qualifying as a
member, the bottom should show
fortitude and submission, accepting every chore and every hit with the
paddle with no complaint.
Informal clothing (or a military uniform) for the dom, maybe a ridiculous or humiliating outfit for
the sub.
