The child has broken a window, or stepped on his or her neighbor’s
beloved flowers or has stolen some fruits from a tree. If you live in an
apartment building, maybe you have been calling at his door and hiding,
until caught.
After some negotiation, the “child”accepts to be punished instead of him
telling his or her parents. S/he could also have to do some work for paying
for the damage. What about brushing the floor on all fours? Or washing the
clothes by hand? (before or after the mandatory spanking, of course…)

The child was caught trying to steal something (candy or some toy for children, a porn magazine, cigarettes or beer for a teenager. A girl could try to steal some jewelry or cosmetics) (or a Barbie, if younger). After a scolding and to avoid going to jail (or at least to the police station, or the parents being told) the child has to submit to a spanking or flogging. (Only a small child would get it on the knees on this environment).
A forced chore could be an extra way for repaying, washing the floor, cleaning and ordering the shelves (or kitchen closet, if you don’t have storelike shelves at home).

Of course the scene could happen in a larger store, and the characters
could be adults.
The culprit was spotted in the act of stealing by the security officer. S/he
will have to begin by stripping her (or forcing her to strip) and make a
thorough search on all her clothes and body, and if he finds something
(hidden by you beforehand for getting punished, or "planted" by him for
blackmailing you), what
would you accept as a punishment for not going to jail, or for your husband,
wife or boy/girlfriend not knowing that you are a shoplifter? It can include
a flogging or impositions. If you got a lascivious security officer, maybe
some forced sex.

This one is less usual. You work for the complaints department of a large
store. As customers who complain are usually angry, you are paid for letting
them vent their contempt by punishing the company in your person.
The punishment will be whatever satisfies the customer. And, of course,
the employee and the customers can be of any sex. Imagine somebody asking
the customer; Would you like to punish a man or a woman?

Your rent is long overdue. Fortunately, s/he is an understanding person.
If you have no money for paying, and for avoiding the eviction, you can be
punished for the delay. Or maybe you could agree for paying on pain and
humiliation (and sex?). A good payment could also be making the building’s
washing and scrubbing (on all fours) for him.

The younger kid can be a neighbor, a cousin, or even your younger sister
or brother, and of course, any gender mix is allowed. The only requirement
is that the dominant “kid” pretends to be younger than the other, for added
humiliation (say, “13” and “15”)
The general idea is: you wanted to play the Master in a Master/slave game
(of course, you were in BDSM even when young), she didn’t yield, and you
tried to force her. You two had a fight, you hit her. She complained, and
your parents and theirs agreed upon the proper punishment: for learning how
bad is being abused, (for you fully understand what consensual means) you
will have to submit to her wishes for a full afternoon (weekend, week,
whatever). If at any moment she complains that you are not accepting the
punishment you will be severely chastised by the adults and your punishment
time will restart.
So, she is offended and resented, and she has you in her hands. Unknown to
you, she has her own fantasies (she actually wanted to play, only with her
as Mistress). And even if she was not specifically allowed to hit you, you
can’t risk her complaining. We’ll let the rest to your imagination (or,
better, hers).

And what if the punishment is a game among friends? The friends could
be “kids” or “adults”, and of course, of the same or different sex.
It could be played as kids play, just for the fun of it, playing house,
imitating the grown ups (well, “pervert” grown-ups) or as a result from bets
(“the last touching that tree gets a spanking”) or forfeit games (“the
looser is the winners slave”). Among “adults” or “teens”, it could include
some sex.
Or the punishment could be “forced”, the result of blackmailing (“I’ll tell
everybody if you don’t do as I command”).
If among “chidren” or “teenagers” it has the additional taste of the
forbidden, as “playing the doctor”. Don’t let your parents know… (or you’ll
get into another scenario).
Any time’s clothing, as far as it is from the same time for both.
