This is a different kind of punishment than all the others on the publication. The others are based on the boredom, the humiliation or the pain. This one is based on the instinctive and primeval fear of death, and leaves the subject (at least me) feeling defeated, deeply punished and, actually, abused.
You’ve seen in the movies, and it is used by most polices in the world, a torture called “the submarine”, which consists on holding the tortured’s head under water for some time. This is dangerous, as any form of breath control, and should not be used for playing. The risk is too high.
But there is a safer variation. Take your sub to the bathroom, make her kneel and force her head into the toilet, almost to the bottom, with the forehead touching the water (but with the nose and mouth out of it) and flush the water.
The advantage over the “submarine” is the discharge has a time limit, it will only discharge for five or so seconds, and then stop, so your sub’s head will not be under the water for so long as for accidentally drowning her.
The feeling is terrible, shocking, because you cannot breathe, feel like suffocating, the water rushes into your nose and ears. The noise is high, adding also to the punishment.
You should release her if, because of her body’s reaction, you think that she is panicking. (If she panics, the punishment has been already way too effective).
Anyway, release her head as soon as the discharge stops, and give her some time for straightening, coughing and sneezing (and pleading) while the tank is recharging, even if you plan to repeat the punishment.
A variation could be forcing her to hold her head under the water until the end without you restraining her.

Get three bowls, a pair of tweezers, a handful of common rice and another of brown rice. (It can work with two kinds of peas, or any other pair of small things.)
Mix the rice on one bowl, and make her use the tweezers for picking up each grain and moving each kind into a different bowl.
Set a time limit. Punish the errors (that should be easily detected, if the things are different enough). (But she will be under pressure and can fail. If she notices the error, she will lose time trying to get the object back with the tweezers).

This is not only a humbling punishment for the sub, it can be a comfort for
the dom.
Suppose that when you come home tired from work (or from the gym or from
jogging) you make her pamper your feet.
You sit in your more comfortable armchair, and she comes to you with a bowl of
water and soap and another of (perhaps scented) clean water. She kneels in front
of you, takes off your shoes or sneakers and socks and washes your feet. Then
she rinses them with the scented water, dries them (perhaps with her hair), and
gives them a thorough massage with some lotion. Then she could have to put you
on your home socks and slippers.
As she will need two bowls of warm water one with soap, the other with scented
water, a sponge, a towel, the lotion and your socks and slippers, and as you
would like your feet to be comforted as soon as you come home, she will have to
have everything ready beforehand, and wait for you. And in winter, she better
remembers to warm the socks also.
As an additional punishment, you could make her kiss or lick your feet after (or
worst, before) washing them.
